As I reflect on the one-year pilot of the DRCF AI and Digital Hub, I’m struck by how it has reshaped the way innovators engage with regulation. Launched in April 2024, our goal was to make regulation more accessible, demystifying compliance for innovators navigating the fast-evolving world of AI and digital technologies. By uniting four regulators – Financial Conduct Authority, Competition and Markets Authority, Information Commissioner’s Office, and Ofcom – we provided free, tailored informal advice to address complex, cross-regulatory challenges, helping 20 early-stage businesses and startups launch their AI and digital products quickly, responsibly, and confidently.
One lesson stands out: regulation isn’t a roadblock – it’s a roadmap. The Hub served as a bridge between innovation and regulation, showing that compliance can save you time, attract investment, and build trust. For instance, one innovator noted that our informal advice clarified regulations, speeding up their investment process, while another commented that the informal advice received had increased the attractiveness of the UK, leading them to increase their resource allocation to developing this market. One applicant said: “Having gone through this process, you almost gained a competitive edge… because you know you’re in line with the regulatory landscape.” Another reflected that it helped them unlock new thinking: “The value of the Hub is that it extended my questions into areas I didn’t know I needed to ask about. You can’t replace that – you need someone with that knowledge.”

These are just two of eight case studies within our dedicated library illustrating our work. Changing perceptions of regulations as a barrier is an ongoing journey. The pilot showed what’s possible, but more remains to be done. As we explore our next phase, we plan to build on these lessons to provide more tailored support and continue to deliver tangible benefits like cost savings for innovators.

Regulations – whether data protection, financial rules, online safety, or consumer law – all have baked into them a requirement for businesses to be open and honest about how their AI and digital products function. This openness not only ensures compliance, but can also help to build user trust.

The Hub’s pilot highlighted the value of engaging with innovators to understand their challenges, a lesson we’ll carry into the next phase of DRCF support for innovators.
