Call for Views: Agentic AI and Regulatory Challenges

The Digital Regulation Cooperation Forum (DRCF) is inviting views from industry, academia, and civil society on the regulatory challenges associated with the adoption of Agentic AI: AI systems capable of autonomous decision-making and initiating actions without direct human prompts. 

Why We’re Asking

This call for views is part of the DRCF’s Thematic Innovation Hub, which aims to foster dialogue and surface insights from innovators and stakeholders. We want to understand the practical challenges and regulatory uncertainties businesses are facing when developing or deploying Agentic AI.

Your input will help inform future work across DRCF member regulators and contribute to a shared understanding of emerging risks and opportunities.

As our aim is to gather information, we are not planning to provide advice or guidance in response to questions that may be raised in this call for views.

What We’d Like to Hear

We welcome responses to any of the following questions:

  • What are the key regulatory challenges you face when adopting or developing Agentic AI?
  • Are there specific areas (e.g. data protection, liability, consumer protection, competition, copyright) where clarity is most needed?
  • How do current regulations support or hinder innovation in Agentic AI?
  • What kinds of informal advice, engagement, or support would be most helpful?
  • Are there sector-specific concerns (e.g. legal services, finance, telecoms) that should be considered?
  • What future risks or opportunities do you foresee in the use of Agentic AI?

  • Innovators and developers working with Agentic AI
  • Organisations deploying Agentic AI in products or services
  • Legal, compliance, and policy professionals
  • Academics and researchers
  • Civil society and advocacy groups

How to Respond

Please submit your views via drcf@ofcom.org.uk by 11:59pm Thursday 6 November 2025. You may respond to any or all the questions above or share other insights you believe are relevant.

Responses will be analysed by the DRCF project team and may inform future thematic work, including webinars, roundtables, and 2026 AI showcase.
